I don’t believe in the wobble test anyway, it’s not effective. You measure the play of the valve in the guide. If it is too much, the valve stem is worn. So far so good, that’s a fair assessment. When the wobble shows too little travel per the SB, then they conclude there is crud in the valve guide and it needs reaming.
One of the most noticeable signs of worn or cracked valve stem seals will be just after a cold engine start. If the vehicle has been sitting for any length of time or even overnight, the top of the head inside the valve cover will be coated with residual oil that was pumped up earlier during running operation.

Aug 17, 2013 · In my case there was severe "stack-up" of the valve train when the guide would not allow the valve to open fully so the "chilled" lifter being much harder , wore away the cam. I could not even measure any wear on the mushroom head of the exhaust lifter compared to the intake lifter which was unaffected.

A worn-out or damaged zone valve can also cause this symptom. It may be a sign that the valve is failing to close completely. Dissemble, clean, and rebuilt the valve. If this does not solve the problem, the valve may need to be replaced. A valve that is installed backward may also cause this problem.

worn valve guides will not cause any damage to the rest of the motor unless a valve hit. so your shop foreman is right.. and as far as a TSB.. NO there is not one.. in fact I have never heard of a modular motor with this problem.. It looks like you got the lucky one..
